Wrong. Actually, her name is Mimi. She is from an anime OVA called Ningyou Tsukai, based on a PC98 game of the same name. The title of this anime/game means puppet masters or puppet operators (referring to those who control these robots). However, in the American localization, this anime was given a completely unrelated title. This anime's American title is Sexorcist, reflecting on the fact that it is a hentai anime, and appears to be a spoof on the term "exorcist", though it has nothing to do with demons.

Mimi is an android, operated by a young woman named Rika. In this anime, androids are operated by people via brain control. Humans wear special brain-signal sensing helmets that transmit signals to the androids they operate. This allows the androids to move completely naturally like humans, because the same motion nerve signals that would normally be delivered by the brain to one's own body, are instead transmitted by the helmet that the operator wears, in order to control the android. Also signals from to the android are wirelessly sent back to the operator, so they can have sensory feedback from their android. This has the unfortunate side effect that any damage to the android causes pain to its human operator.

These androids are called "silhouettes" and the human operators are called "manipulators". Silhouettes are used in all kinds of fields of work that would be dangerous for a normal humans to be engaged in. For example, human police officers have become replaced with silhouette police officers, which are operated by humans from a remote police command center. If a criminal kills a police silhouette, the human operator will feel pain, but survive. Of course, these androids are also being used by criminals. There's even an illegal underground silhouette fighting tournament. They have even been used by criminals to commit horrible crimes like murder and rape.

Well, it's her most powerful attack. I believe it's also one of her 2 "super" or "hyper" level attacks (you know, those attacks that use up your "super bar") in the game Ningyou Tsukai 2 (the sequel to the game that this anime is based on). So yes, it's supposed to be her most powerful attack.
