HAHA. Yeah. Animation is a LOT more work. Though honestly, any graphics and video editor that can support frame editing and transparencies will work.
Though if we went that route, something like the following is best. It's what they use in-house for things like NARUTO.

I'm partial to the Smith Micro line myself, as I'm already using MangaStudio. For now though, manga is the way to go. It needs to be ahead of an anime anyway, in case of pauses in production.
