No, it isn't. For one thing no religion is actually against the law (in America. Though Louisiana has some statutes about it being done in New Orleans... I'm not sure they're enforced. Other countries differ... you'd be amazed what gets punished in some places. Also there are witchcraft laws still on the books in some states, but again they don't get enforced.) including Voudon which has many devotees, though human/animal sacrifices generally are unless you have a permit (animal, not human). Though many religions including Christianity have practiced such sacrifices in the past along with, you know, just flat out murdering anyone with a different religion.

It started out as an attempt by slaves to keep in touch with their African roots. And yes there are dark aspects to it, just as Christianity has Satanism. Voodoo dolls are even used in both good and evil ways, depending. Personally asking your gods to lay a smackdown on the guy who whips you and sells your children seems fairly low on the "evil" index to me.
