I feel like I'm the only person actually trying to gain some weight. Anyway, I was in the pool a couple of days ago, and I started thinking. Swimming in the pool is fun, but it is also very tiring if you do it for a while, so hitting the pool, or ocean if its available, would probably be a great way to burn fat. The great part is unlike working out, going to the pool is fun. But I guess, most people try to loss weight so that they could go to the pool, so ya...

try playing field hockey keeper on a hot day, you can literally feel the fat being sweated out.
One thing I can say from experience is Cardio on it's own may actually make them bigger (though harder too).
I'm on my feet walking 5-12 hours a day and all it's done is make my legs quite hard.
If going for small legs I'd probably suggest dieting more then anything.
I kinda like being large.

I dance and I have arm muscle! You have to eat less, exercise more.
Eat healthier foods. Burn more calories than you eat. Exercise or engage in sports. You'll lose weight. Anyway, some people really have fat thighs. I have a cousin who's slim but has really fat thighs.
