Oh it's not that skimpy. Especially by today's standards. Though Mermaids have always been pictured like that. It's nothing new, just look at stuff from the early folklore.

Tough the seashells might be new, and then there's this.Also partial nudity because of how skimpy even bra/bikintops covered. I mean those BARELY covered even what they needed to. Like change one of them by an inch and the nipple would show. I mean one of them had actual implied nudity. One of them wasn't wearing ANY top that is implied by the fact her hair ALWAYS just "happened" to fall in front of her breasts. She had NO CLOTHING AT ALL, and ONLY had hair to cover her. That is at the very least partial nudity, or you could say full nudity with hair to cover the nudity. Another one was only being covered with a flower necklace that just "coincidentally" fell in front of her breasts in EVERY scene she was in. Again, this counts as partial nudity.
And how many mermaids have you seen with more than just seashells and maybe a tiara?And the ONLY way stuff like this is considered kid-friendly is because kids at the age it's aimed at (like 5 to 8 yo kids) are not of pubescent age, so they don't have a sex drive, and therefore such scenes are not seen by these children as sexual scenes. In other words, the target audience isn't turned on by it. But I guaranty you anyone who's reached the age where they see "chicks" as "hot", (in other words teenage boys, and adults), ABSOLUTELY WILL BE TURNED ON by the mermaids in that scene. And I know this, using myself as an example, because I'm an adult, and I can assure you that this scene with the almost naked (and some who in fact appear to be naked) mermaids DOES turn me on.
You see it's a double intent scene. The makers knew little kids would watch it without seeing it as sexual (cause they wouldn't know what "sexual" even is yet) and just see it as a funny scene with fish people, while teens and adults would watch it and "get off" to it. It was done this way intentionally (I believe) to reach a wide audience of not only children, but also teens and adults. The people at the Disney company knew teens and adults would use it for "fap material", just like Japanese teens and adults use hentai and ecchi anime for "fap material".
Technically they weren't wearing anything if they do have the seashells on.... Not like ther can just up on a pair of pants, though giving them a shirt might help. Then again, we all know about wet t-shirt contests.While I do believe I was mistaken before in calling it softcore porn, I do think that it ALMOST rises to that level. The only thing that separates it from softcore is that no nipples are shown, as the poses the mermaids are in are most certainly seductive, and they are ALMOST not wearing anything at all.
Why don't you quit telling more about yourself than anyone ever cares to know about? It's not helping your case, and only making you look more sheltered from the real world.
