Request for Tutorial

Well I saw there was no rules against requesting a tutorial. What I want a tutorial is for an avatar I saw here, I was going to ask the creator but it looks like she hasn't came here in a while.

Basically I need help with the orb I can't get the weird effect on how she got the part around the character. Anyways a tutorial for GIMP will be okay but so will one for PS. Thanks in advance.
