No. When writing "wa", は is only used for the particle "wa"; わ is used everywhere else.
"Watashi wa John desu." would be written "わたし は ジョン です。" in kana.

Just to let you know, "urusai" is an adjective that means "annoyingly noisy".
When people say "Urusai!", they're really saying "You're being annoying!"
The verb for "shut up" would be "damaru".
