Oh very much so. At birth the doctors determine which child is the evil one and then proceeds to surgically graft a goatee onto their face. They then take them to evil camp for several years until their sibling is at particularly good and appropriate place in their life for an evil antagonist to appear.
It might sound horrible but back when the didn't have modern science they had to rely on chicken entrails to determine who was evil and then covered the child's face with spit and dog hair. Rarely worked, often caused a large number of identity crises. To think of how some people lived before modern technology.

I believe that in this day and age, the goatee is allowed if you are not necessarily the EVIL twin, but also if you are good IF you are charismatic or stylish with appropriate character flaws to match. See Tony Stark for reference, he's a good guy but he's a rake.
