Yeah, it can be confusing. "Hoka" means "others" as in "the rest" or "(like) the rest/others". "Ta" is used for "other people" "or "other things" as in "those people who are over there, not here, not like us, etc".

Like if I wanted to say that in ~other~ countries, they eat strange things, would 他 be pronounced as 'ta' here?

I suppose you would normally use 外国で, but presumably that sentence still makes grammatical sense, right?

you could also use takoku 他国 meaning foreign country...But I suppose any way is fine.

その他 is not 'sono hoka' though, it's 'sono ta' no matter what the context, better watch out with this word >_>;

他 is ta for その他 with nothing after it, and if there is something like その他に… especially if ni is directly after it, it is hoka...
recently japanese people are starting to say sono hoka instead of sono ta, and many people believe this is because of lowering education standards in Japan. So learn proper and say sono ta... but if ni is after the kanji, it is almost always hoka...
sorry for such a confusing language.

Its weird. Kanji can have two separate pronunciations: the "on", based on the Chinese pronouncition when the word was introduced and the "kun", based on the native Japanese reading of the word. Because of this, 他 is pronounced as both "ta" AND "hoka" ("ta" being the On-reading and "hoka" being the Kun-reading). Which pronunciation is used is based on context and how the kanji is used.
As a rule of thumb, the On-reading is really only used when the kanji is part of a compound word, a word made of two or more kanji or a phrase. The Kun-reading is used when its on its own as a noun or as part of a verb or adjective stem. For example, the kanji 水 has an On-reading of "sui" and a Kun-reading of "mizu". If you ask for water, you use "mizu". If the kanji forms another word (as with Wednesday "水曜日" or "Suiyoubi"), its "sui".
