Hit-and-run is the classic underdog strategy. It allows you to make the most of the benefits of having a small army -- moving fast and running away from every fight that isn't on your terms.
The Romans, on the other hand, being very large, relied on the sheer shock value of the size of their forces to make their opposition poop their pants. Since it was blatantly obvious when they were going somewhere, instead of attempting to hide, they put on a peacock-like show with large banners and whatnot to make the most of it instead.
These strategies have been around since the dawn of time, and are still very much relevant. Heck, most modern wars end up being a fight between a big well equipped army versus a small hit-and-run guerrilla.
