well not really. entries still post but it takes you to a page that says:

Same here.
This message came first to me when i used to change the blog's theme , it came so many times and never changed. But now its fine.
This is the first time that this message came when i was submitting a blog entry , but in the end , the entry came to my blog.
I wonder why this happens.
