Obviously you've used someone elses vector and did not credit them, thats a major no-no. The background is boring, its nothing. Wallpapers take time/energy. Good wallpapers are not something that can be slapped together in one night. DO SOMETHING with it. This wallpaper was thrown together in 10 minutes max.
I suggest taking a wander through AnimeWallpapers or AnimePaper and looking at the wallpapers there. See which ones you like and try to work in that style. See how they did their backgrounds and what they did with their brushes/effects/character placement. Study why their walls are so good. Then try again.
And no one wants a wallpaper with your name splashed pointlessly in the middle of it.

K-ON! is my user name but it is also the name of the anime that i used ,and yes i did use someone elses base image but i changed it ..... but thanks for replying
'Changed' it? I'd really like to know what you did to it. It would be considered ripping, unless you changed it significantly.
Anyway...so looking at your image there, I see that you used a colour for the background, slapped in a vector you found, brushed with black down there, used a brush or shape for the star thing, and put in the name of the anime.
Minako is right. It looks like a ten-minute job. You'll need to spend more time on wallpapers. Sure you've just begun, and it's going to take a few mistakes and also time. But you need to work more on your walls if you want to improve. See what more you can do with the image. I know you did try to take people's advice, but...well...this is a little too less ^^;;
Also adding, you cannot just use any image/stock/extraction/vector without giving proper credit to the maker. So please specify where you got it from the next time.
