I think that has to do with your rep power, if your repower is 88 then you give about 90 to a 100 rep and if its 2000 or something you give about 2000 rep (this is just speculation im not sure)

The Rep Power value is exactly how much reputation points you give a person when you green rep them. Red, on the other hand, takes off half that amount. And your Rep Power is about 10% of of your total reputation points. For more info please read the silly-ness done by Jose and me.
