Mr. Chang (an obvious homage to Chow Yun Fat in A Better Tomorrow) and Shenhua from Black Lagoon are both Chinese, and Revy is Chinese-American.

Yeah...just don't say that to the people in Taiwan or the countries that support them.
Taiwan's political status is quite...complicated. While they view themselves as an independent sovereign nation, the People's Republic of China ("Mainland China") does not recognize this (due to the "One China Policy") nor do a lot of countries, however, some people (even politicians) can't help but refer to the country as "Taiwan" instead of the "Republic of China" (this is the reason why during the Olympics, Taiwan is called "Chinese Taipei"). Taiwan, technically, refers to the island. The problem lays in whether or not recognize its independence from China. The United States, Japan, United Kingdom, Canada, Pakistan and India have adopted the One China policy.
However, the United States and Japan do not recognize the PRC's position that Taiwan is part of China. Because of this, politicians from both countries have made distinctions between the People's Republic of China and Taiwan.
Getting back on track, since Japan informally recognizes a distinction between the PRC and Taiwan, there is a reason why Revy is Chinese (she's Chineses-American, but you know what I mean) and Shenhua is Taiwanese. A lot of Japanese recognize a difference between the two counties.

I was born and raised in Canada, lived in the U.S., and have a Taiwanese mother. I have always seen Taiwan as an Independent Nation. I'm older, but even in school here we were taught that Taiwan is Independent.
