It's a tie between Tokyo Tribe and 20th Century Boys. Santa Inoue is a freakin' God with tones and shades, but has bad face drawings. Urasawa is a God at drawing, but his shades are pretty bad.
Berserk is good, it's a tad too dark and rough. I find he can do better if he applied less pressure.

Naoki Urasawa (20th Century Boys, Monster, Pluto) All around God of manga.
Kentarou Miura (Berserk)
Inoue Takehiko (Slam Dunk, Vagabond, REAL) He's amazing all around, though he has a habit of leaving chapters still "sketchy" due to time constraints.
Kubo Tite (Bleach) Sure, he's probably one of the worst writers I've ever seen, but his artwork is damn good.
Takeshi Obata (Bakuman, Deathnote, Hello Baby) Very good, and stylish.
Ito Ogure (Tenjou Tenge, Majin Devil, Himiko-den, Air Gear) In the same boat as Takeshi Obata, though I'd say Obata out-skills him.

I love these mangakas. Their anatomy skill is amazing...especially Ogure-sensei's.

Everyone's entitled to their opinion, but there's no way you can put Tite Kubo on the list. I have to admit that Zombie Powder was awesome, but Bleach is utterly a dump of terrible artwork and plot.
Great example. His tones are all the same and note in panel 6 how everyone's arms are poorly shaded. Where is the light coming from? Plus, his art is very imitatable. I've seen dojin artists SURPASS Tite.
I can't forget Go Nagai. The man is beyond epic.
Seeing as Berserk is the only manga I've dedicated to read, I can only speak for Kentarou Miura. Also, I've noticed that alot of hentai manga artists do a fine job themselves. > >'' Although many of their stories/plots are simply garbage, and hentai is often very frowned upon.. the art is quite nice. ^ ^''
The No. 1 for me is Tsutomu Nihei - Creator of Blame!, NOiSE, Biomega, Abara.. etc
He was a commercial Architecture + manga artist, his works mainly focus on cyberpunk and which greatly inspire my style

I like Yu Aida's work on Gunslinger Girl as I adore neat artwork. It is very simple and good to look at.
I also like Kaori Yuki's various works, notably Godchild as I like gothic art and she draws it amazingly in a Japanese manga style.

Naoki Urasawa - I've only read the first 20th Century Boys volume (next one comes out in April, hopefully Viz continues to release one every two months), but I'm really impressed so far
Eiichiro Oda - One Piece has some amazing backgrounds
Hiromu Arakawa - Fullmetal Alchemist is consistently great
(note: I'm with Brother Diocletia, Tite Kubo's art was great at first, but sometime around the HM arc it fell a lot. Nowadays, with the lack of backgrounds and bizarre drawing, it's a pain to read, and why I prefer the anime despite its flaws as well)

So I believe those 4 do have the best work.

Naoki Urasawa had some pretty good art, very detailed.
And I did like the art from Hot Gimmick by Miki Aihara, even if it was an absolute pain to read.
