I've found this phrase both in lyrics and on a few websites, but I can't for the life of me figure out what it's supposed to mean, other than perhaps some sort of greeting. Can anyone shed some light on the elusive "iyan, bakan"???

Isn't it an old phrase used in like the 80s by women being sexually harassed? Something along the lines of, "Stop it, you silly" or something. I could be wrong.
"Stop it you silly" is just about a perfect translation. The important thing is that it's usually said half-seriously, in a joking tone.
It's a colloquialism of 「嫌だ(やめて)、馬鹿」.
