Best free tools to create anime art?,etc.

I really want to learn to create anime style art or even like the kind found in video games. I am not an artist and am a newbie here. I would like to learn. Even if this is just something I enjoy, but I would like to do my best as well. I am more musical than anything, but I thought maybe this would be fun as well. What are the best free programs for doing these kind of pieces. And peace and bless you in advance

Well their is always free downloadable trials. Photoshop or fireworks for example. But if you want something similar to photoshop, mind you it's not as good, go to http://www.getpaint.net/. But you have to download the program to your computer, as well as update it every now and again. I personally have never used it, but one of my freinds said it was okay. Also, to learn how to draw it's good to take some art classes at school, and get tutorials from places like devianart.com. If you want, give it a try. Hope you find your way into the art world!

Dunno if this helps, and some of these are like Haseo Misaki said free trials, but there are a few good editing programs. I think that getpaint is pretty good though too.
