I don't think so. Dragon Ball is still considered an "all-ages" show in Japan. It is true that Japan isn't as censoring as America, but Dragon Ball is still appreciated as a show for all ages over there.
Shounen is aimed for men so I assumed you meant fan service for men. And I still disagree on Trigun and PoT. Fan service is attractive characters that are purposely made to be attractive. An example is a character with overly large breasts that break the laws of physics by bouncing every where. People may choose to believe that Vash or Ryoma are handsome but there are no shower scenes or anything of the sort that are trying to make the characters seem attractive.
Take Saiyuki for example. Kazuya Minekura took the four characters from Xīyóu Jì (Journey to the West) and made them drop-dead sexy. Whether in their personalities or appearance. In the movie there was a shower scene with "exaggerated" camera angles. The characters are shirtless quite often, and it's very open for fan girls to make yaoi pairings. Not only that, but the chapter dividers have pictures of the male characters (most commonly) with pants that only go up to their hips, leather, open vests, etc. That, my friend, is a very good example of fan service.
