I would rule over all small countries because it would be easy to control them. I would make it where gas and taxes were realy low and not be a crappy leader like the past ones.

Anyone that picks the U.S. or Russia can simply invade later and claim the militarily insignificant nation (the U.S. has very near bases, and the Russians are ruthless, uncaring about a few thousand of their own lost).
The advantage(s) of Japan are all economic, and once some lucky nation conquers the archipelego (in this scenario), taxes may be demanded of the locals for the sole benefit of the Homeland/Motherland (MERCANTILISM! WOOHOO!!!).
