Umm.. I'm just curious. Are you people really this utterly clueless or do you just enjoy trying to pull the wool over someone's eyes. Let me help you. Nowhere in the entire world does a legal version of Eva exist on 3 discs. It does not exist period, let alone with an English dub.
Yes, the same company has to release the same DVD in each region they have a license for. A Hong Kong company (where your bootleg comes from) does NOT have the right to release Eva with an English dub or with English (or their version of it) subs. In fact, they don't have a license to release any version of Eva for anything.
Yes actually, it does. You may have the whole series on 4 DVDs, but it's not original and it's not legal.
