Tch, anyway, Super Saiyan 4 is freaking godly in Budokai 3. In the Anime, however, I would say Full Power SSJ2. Gohan... Glory...
Oh yes that reminds me, it is not really a Super Saiyan state, but it is a Saiyan state. Mystic Saiyan, as in Gohan after Old Kai releases his power. This state is the most powerful of all, Gohan could not even go Super Saiyan with Mystic on, because the power would overload his body and kill him. Anyway, the best theoretical possible state would be Mystic + SSJ4 state.
You also forgot Ultimate/Ascended Super Saiyan. The halfway point between SSJ and SSJ2.

Brolly's SSJ State is not simply Full Power SSJ.
It is classified as LSSJ, Legendary Super Saiyan. Now, there is some debate as to whether Brolly or Goku is the true Legendary SSJ. I however, think that Brolly, is clearly the Legendary Super Saiyan. Goku is extrmely skilled though.
If you think about it, Gohan is so, so much stronger than Goku. Gohan, however, chooses not to train and is far younger. But if Gohan put his mind to it, he would easily surpass Goku.
By the way, I love the whole no-eyebrows thing SSJ# has going for it. Stylish.

You can't forget when The old Ki dude made Gohan stronger to fight Buu. He didn't even need to go SSJ to beat him up. I think if Gohan started trianing like Goku, and Vageta does, He could be the strongest SSJ.

Not really. Actually everytime sayans or half sayans mate with humans their clhildren will progressively reach their full power faster but their full power decreases has they keep going. In Simpler terms:

Power:
Goku > Gohan > Pan

Speed to reach power

Goku < Gohan < Pan
