it´s quite simple, you redraw lines and recolor/repaint areas that suffer under fragmentation/low quality thus killing jpeg/kompression fragments.
for some areas you can also just use the blurfinger tool (sorry, i dont know the correct english name or it)to erase fragments...

Yeah, the only reason why the image is shoddy is because you sized it up from it's original size. Like lavabug said, if you use your paintbrush or the pentool, you could easily outline and recolor the character and making the image much better quality.
One technique I use a lot to help with the quality of my images when they are a little on the offside, is use the Smart Blur... option under Filters in Photoshop. That is, if you do use photoshop. >_> It really does help with quality. Just mess around with the options and get something you like.

The grain in the source image could work if the background were also grainy. But the sharpness of the background and the text only makes the character art look worse.
You might be able to make this character art work with a different kind of background?
Wow i think its awesome even though the quality isnt that good of trunks i think its kool
i rate it a 6 out of 10 but once u clean it up it will probally be an 8
