Why do you think shojo anime depict characters/heroes in sailor uniforms?

Because it's what most Japanese schoolgirls wear.
English people and other merchants tried taking over Japan for a while and since only sailors got there they designed the suits for children to look like them rather than let them look like priestesses from Shinto or something.

Anime is usually more focused on high school characters, so it is not rare to see lots of uniforms involved in stories. What's wrong with sailor fuku, if I may ask? Out of curiosity, that's it. I like them, personally. Cute!
Anyway I wouldn't call it an obsession. That's literally what their uniforms look like.
