I was watching Shimonata and yes it's a funny ecchi anime about a slightly futuristic world in which dirty jokes don't exist. But then I saw that "already exists" smart watch and realized it's not so much a fictional idea as a distinct possibility.
See the idea is that in the not too distant future (in japan) they invent little wrist bracelets and neck thingies that allow internet access and monitor your vitals. Only shortly thereafter the government sets them up to monitor, well everything. They pass laws to "protect the children" and start monitoring everything people say or do, right down to your hand motions so you can't even draw dirty pictures. People start using alternate words for "foul" or even mildly bad language. One F-bomb and you can be thrown into prison and of course you can't download or even look at anything like porn. Eventually they start removing basketball hoops and toilet paper rolls because they're roughly the same shape as a condom.
After about ten years a large portion of the population is unaware of how sex even works and while they've been shown propaganda explaining how dirty things are bad, a lot of teens don't even recognize it when they see it. One of the main characters, unaware of what happens to her body around a boy she likes becomes a total nympho going so far as trying to bite his zipper off to get at whatever is in his pants.
This situation leads to the rise of Erotic terrorists who tell dirty jokes, parade around with underwear on their head, and spread porn wherever they can in an attempt to undo the harm. Meanwhile the government's next plan involves chastity-belt style monitors
