As far as I know, this sign indicates the encryption level. For example, if the block is green, the site has good encryption. If you see a crossed-out block, then this site is not secure.

Yes! It indicated that the website uses a SSL certificate! basically that sign means that the site you are surfing through is the authentic one and is secure.
If there is a padlock, the site is protected by an additional security certificate. You can find out such sites by https (regular sites have http).
