As far as cross-dressers go, I could mention D'Eon de Beaumont from Le Chevalier D'Eon. But he is unmistakably male when he is himself, and unmistakably female when possessed by the ghost of his murdered sister -- at least to the viewer.
As far as not being able to tell female from male, there is this character from Papawa Island:
She's female. The fishnet fish I am not too sure of.

Keep in mind, if you look for it, you'll find an opposite gender version of pretty much every anime character. Especially if you know about a guy named Shadman.
