Personally I have to say Dragons. Vampires, Demons... nah, nothing beats a dragon.

Sometimes the scariest monsters are quite human. For example, Johan from Monster.
Satou from Ajin: Demi-Human looks harmless enough, but I would call him a monster.
Jackie Coogan, Charlie Chaplin, and Charles Reisner as the Bully.
Reisner was a former pro boxer who turned actor, writer, and director. He previously worked for Chaplin behind the camera on The Gold Rush. Reisner would later become known as a comedy director working with The Marx Brothers, Jack Benny, and Abbot and Costello, among others.
The scariest monster is hate, but purity of heart, of soul, can rectify that monster. Defeat it with love, care, attention, conviction - courage.

Personally, I think the scariest monsters are the ones that are hard to define and compare. Sure, creatures like dragons and sharks are super-scary; but when you get down to it, a dragon is basically an oversized lizard with bat wings and a biological flamethrower, while a shark is, well... just a large fish with several rows of teeth. Not that I wouldn't be terrified if I came across either creature, but at least there's comfort in knowing that such creatures aren't so scary once you imagine them without their threatening features.
How about a creature that looks scary without obvious rhyme or reason? Just look at this here Water Bear (Tardigrade):
Due to its lack of obvious intent, I don't know whether to define this thing as a cuddly biological plushy, or some kind of organism who's only purpose in life is to devour everything in its path.
In any case, before you consider getting a Water Bear for a pet here are some facts to consider (courtesy of Dr. Padmanabhan):
"This is no bear, it's actually almost microscopic, reaching a length of less than 1mm. However, these little creatures are TOUGH. They can survive temperatures that range from absolute zero (-457℉) up to 357℉, withstand radiation 1000 times more powerful than other animals can take, and can even come back to life after being dried out for 10 years. In other words, if this creature was as large as Godzilla and a bad guy, we would have no frigging chance! On the flip-side, if it appeared as a final boss in game like, I dunno - Dark Souls, that'd be awesome!
