My guess is that this one is for 12-year-old girls, unlike Puella Magi Madoka Magica which was a bit too on the dark side for youngsters.

Reisner was a former pro boxer who turned actor, writer, and director. He previously worked for Chaplin behind the camera on The Gold Rush. Reisner would later become known as a comedy director working with The Marx Brothers, Jack Benny, and Abbot and Costello, among others.

I have not gone into PreCure yet, but I would say that most classic magical girl shows tend to be similar, and their focus are young girls who wish to be magical girls, just like boys who reflect on superheroes. Majority are cheesy, with classic stereotypes about love and high school life. If you do enjoy shoujo, you might still enjoy magical girl shows. Of course, some have tried to change that bit over the year, starting with Madoka and many others that came after this one.
Without looking inside yet, I am gonna say that it was many Sailor Moon tendencies. Which is not wrong! Every person goes to their own genre. And magical girls are a classic that should be protected, in my opinion.
^ Have you ever watched Puella Magi Madoka Magica? It starts off as your run of the mill magical girl anime, but then it gets dark real fast. The animation gets interesting at times as well. I call it Magical Girls on Acid.

Madoka Magica was, in my opinion and experiences, one of the stories that was a line for the whole magical girl genre to start changing. Before, it was more shoujo oriented, lots of romance and cheesy plots. But after Madoka set her foot in the anime world, plots started turning darker. From my point of view, a nice change for the genre. It is not that I dislike magical girls themselves because of the cheesy stuff, I do actually enjoy them when I am in the mood.
My impression about PreCure here would be similar, it is one of the "old cut" kind of shows. But I happen to like the drawing style, so I might step into it one of these days.
