When I think of the term anime, I think of a definite style and genre created by Japanese artists. But you are right about Korean animation. Korean animators are certainly influenced by the Japanese, and what they do is certainly what I call anime. The same is true for any anime produced by Americans.
Not too long ago, I posted a review of Neo Yokio, which was an American-Japanese-Korean production. It certainly shows that anime is an international genre no longer exclusive to Japan.
I have never seen Vietnamese anime, or any other style of animation.
