Gekkan Shoujo Nozaki-kun (Monthly Girls' Nozaki-kun) is a good one.

Orange, while not really on the comedic side, does not lack when it comes to romance.

For mature audiences only:

Stepped Up Love Story. This short anime is in two parts. Part one has two virgins in their late 20's getting married without much knowledge of sex. Through experimentation and the advise of friends, they learn. Part two has them giving guidance to younger couples.

B Gata H Kei. Yamada, a virgin, is the cutest girl in school, though not too bright. Her goal is to have sex with 100 different guys. Her first choice is a nerdy fellow virgin. But what Yamada does not figure on is falling in love with the guy. There is a love triangle, and a hint of incestial love of another female character for her brother. The only problem is nothing is resolved at the end. They do come close. So very close. But it is good for a few laughs.

Nodame Cantabile ! At first, it was supposed to be focused on "teenage relationships" and "classical" music, but the romance is actually great. it does give a good introduction to classical music too, if you are not already a connoisseur!

With Clannad, I was bored to tears. I didn't finish the series, but that's just me. Everyone I have ever heard from either loved it or hated it. No in-betweens.

Ouran High School Host Club was a good one, but it really needed another season.
