evil robot clown

Hello internet people. I need your help remembering a character from an anime i saw a long time ago. I believe there's an evil (maybe robotic) clown that has rockets or something that shoot out of his umbrella. If i remember correctly he is extremely round/ball shaped with spindly limbs, but i don't remember his name, or the anime it was from, only that in my head the picture was pretty grainy and this was no earlier than 7 years ago when i watched it, the anime is probably considerably older. Any help would be appreciated; googling "evil clown" doesn't yield many helpful results....

yup..... now i feel like like an idiot for not remembering this. i even searched for pierrot thinking that was the name but thought i was just confusing it with pierrot from yakitate japan instead....
