Even if the people who made the show/all websites dedicated to the anime don't list it as an ecchi o_o? I'm not even forcing my opinion on you, but asking why you think a show is ecchi if nothing labels it as an ecchi?

Does that make AKB0048 an action anime due to the fight scenes involving the members and the military? It must be considering the same logic?

You are talking about genres here now, not content. AKB0048 has some good action in it just as Today in Class 5-2 has ecchi in it. If I say "this anime is ecchi," it means I'm saying this anime perverted, not saying anything about what genre the anime is.

And just and fyi, I've never seen AKB0048.
