It's the beginning of the seven-arc story in Arc 1: The Tournament. Ryoko, the sake-guzzling pirate queen, is an early front-runner. But there's also the tortured she-behmoth Devil Lady, the technical Motoko Kusanagi, and the adorable and spacy Osaka. The tournament leads to our first Pay-Per-View event, "The Teahouse Incident", with a main event finale for the Heart of Japan title and a shocking twist nobody expected.
