You can either:
A) Remove the CMOS battery similar to resetting BIOS on a desktop mainboard (which probably not work since BIOS laptop usually stored their setting on nonvolatile chip and harder to be wipe out just removing the voltage on the chip/shorting pins)
or
B) If that method didn't reset the password, you either call the Dell Service Centre which require you to proof the ownership of the laptop along with your Service tag and serial number or find third party programs/bypass method which some them will or will not work.
