Need Help Identifying An Anime Film

Hi all,

Looking for help in identifying a film from my youth; would have been released in the US prior to '96. It started with ships flying in an underground city to attack scientists who either developed a transport system or a way to clean the air on the surface so they could return topside. I also remember the whole populace traveling to what they thought was another planet, but turned out to be their own planet in the past, which they irradiated themselves, sort of like a reverse planet of the apes. The last scene involves the main character holding the body of the love interest as he walks along the shore. I only saw it once as a kid, but this movie has stuck with me all these years. Any help in identifying it would be greatly appreciated.
