It's been a while since I've seen Durarara! but I don't think they can hear her since I remember seeing her showing the characters her phone after she types.

No, nobody can hear her. Shinra claims to "hear" her in the sense that he picks up on her feelings and desires because he's been around her for so long, but she doesn't actually have a mouth or anything, so there's no sound coming from her.

No,they can't hear her. The reason we can is so that she has a voice in the show is so that we don't miss what she's saying (typing).
The only person who can communicate with her without her using the phone is Shinra, but that's only because he knows her so well.

She might be able to if she got her head back from Izaya, but something tells me that since she's a Dullahan from the Irish folklore and has her head always off...that she wouldn't speak no matter what anyway. She's not the type of faerie that can or would.
