Except their music has been sub-par (at least relative to their late-90s albums) for the last decade. "Energia", their most recent single, is probably the best thing they've done since 2001.
My vote goes for Number Girl. Straight-to-the-point, heartfelt rock that gradually got more technical and eventually more experimental in their later years, but never failing to build up from what they'd previous written. Mukai's vocals - from singing, to shouting, to speaking, to semi-rapping - where incredible and his song-writing ability is undeniable (even with Zazen Boys), and Ahito Inazawa is arguable one of the best drummers to ever come from Japan.

I'd have to say Malice Mizer. They were the first Japanese band I was exposed to and they are pretty much awesome.
