Well it almost has to be Dobby. Gollum is more pitiful, a barely sane creature sustained only by his wish to reclaim that which has twisted his soul. O_o;

I was also gonna answer with a Pokémon reference, since I seriously thought it said "smeargle" instead of "smeagol".
But Gollum I guess, just 'cause he looks meaner and more badassy.

I'm more of a Harry Potter fan, but still, I felt Gollum was a way better character than Dobby, of course there was (in my opinion) also more focus on Gollum in the LOTR books than there was on Dobby in the Harry Potter books, so yeah, Gollum all the way.
