Check online auction site iOffer. It is a bit tricky to get used to because the search function often brings up too much, but once you get used to it, it isn't that difficult. I buy a lot of my anime (and music) from them including the complete Monster series I bought about a week or two ago. They have better prices and selection than the other famous online auction site.The set I got was some 15 DVDs over 8 volumes. I don't know if there is any "extra" content since I haven't gotten that far. I watched the series once a few years ago and I don't remember it having that many discs. If you go there you may try to email sellers who carry it and see if they can supply you with just the ones you want. many of the anime merchants are from China, Hong Kong, and Singapore. I have never had any problems with anything I have bought from them.
I don't have anything to do with iOffer. I don't work for them or know anybody who does. I give you their name purely as one anime lover to another. I'm not plugging them.
