I can't help you out but I can say that you typoed okaeri in the romaji of the first line.
Perhaps for 1, it's talking about anata who had fun at the matsuri, not them both (perhaps it was one of the dreams?). Then the next line could be talking about how the singer would realise that anata didn't actually go, but maybe that's kinda a stretch.

I supose, since the topic is introduced as anata, maybe it means "tell me about the festival you enjoyed". The rest of it still confuses me though.

3: It seems a lot more natural to me if the speaker is the one with the new clothes and mike so that "anata" can hear.
Unfortunately, the rest is just as confusing to me, so I can't really offer any more than that...

1. Yeah, the best I can figure is that it's a festival that only the addressee is supposed to have attended.
2. I feel like since it's preceded by 行ってきます、行ってらっしゃい and there's nothing really grammatically linking it to 此処ここに来るまで, I'd interpret it to mean that the addressee "returns to their world" when they leave the narrator?
3. Like @bambooXZX says, I think 貴方が帰ったらちゃんと聞こえるように definitely implies that the narrator is singing and thus is the one with the mike. It also seems to be the narrator answering the question she just asked herself in the preceding lines ("What shall I do until you come back? [I'll] put on new clothes...").
4. The impression I get is of a romantic relationship where one party spends a lot of time outside of the home and the other can't for whatever reason and can only look forward to the other coming home so he can tell her about what he's been up to and she can sing for him. But I'm not sure how that relates to the more metaphorical choruses(?) or to the concept of "お祝い".
