Sephiroth. no doubt about it. But then theres Neraku. Evil to the core....Toughie.
.....Sephiroth isn't evil....he just thinks everybody is a traitor to the centra ppls and he rebels against them....and that's not really evil at all XD....and plus there's no answer to this cause it depends on what the people think.....but that's in my oppinion...to me...nobody in anime is all that evil cause they have a reason for it...
