you can make the swirls using brushes from either paint shop pro or photoshop
I don't think the swirl brushes are default, Sakurakun. O_o Atleast not in Photoshop or PaintShop Pro [which I, by the way, recommend for image-editing; Imageready - for the animation]
yea they arn't. you can download them at places like deviant art or google search them some where
