for me it would probably be kefka from final fantasy 6 because he killed millions of innocent people just because he could and halfway through the game he rearranges the worlds continents to the point of nigh-destruction and was did almost anything to get what he wanted regardless of the cost.

most classic player should recognize this freakin guy, no matter how many ducks you hit, when you miss on lame duck, this guy pops out of nowhere and laughs at you like you pissed in your pants and no matter how many times you try.
you cannot shoot him.

The most cruelest character in all video games is none other than BOWZER...always screwing around with the plumbing. Koopas, mushrooms, coins etc. clogging toilets and pipes....then some italian plumber laughs and gives you the bill...cruel, just cruel:mad:
Diablo from the Diablo series. He possesses and kills children, gotta love 'em. :)

I was going to agree with some people who posted sephiroth but after some thought he wasn't all that cruel in the grand scheme of things . he was just misguided and his clones were too . I will Agree that hojo was cruel ( poor vincent ) and pres Shinra too ( no Rufus his father ) . between the both of them they managed to ruin almost everyones life in the game , turned peopel into monsters , killed countless people including children to save political face and last but not least gave way to Sephiroth which lead to more countless deaths including one untimely death of a certain flower girl :(
I would say the group of girls in Rule of Rose (I couldn't pick just one of them). They will act like they're best friends one minute and then turn against one of them the next. They enjoy torturing the main character, too. For example, they enjoy making her do missions, usually to help them betray another one of the girls, and reward her by doing things such as throwing her in a bag and dumping insects in it, and rubbing a dead rat on her face.

G Man from Half-Life, whisks Gordon to some place, forces him to do stuff, doesn't include Gordon's opinion, and the unfair ultimatum work for me and possibly die, or die.
Kafka from FF6 and/or the "Magic Emperor" from Lunar. Kafka for obvious reasons, Magic Emperor for how petty his reasons end up being, and the great lengths he is willing to go to to prove himself right.
you know I completely forgot about the trio (and eventually the queen herself ) . They definitely take the cake when it comes to animal cruelty (poor rabbit and bird and I almost lost it when I thought brown was .... :( ) . LOL at the poor mermaid girl . yeah they were pretty cruel xD .
