It's not from an anime, most likely a visual novel, possibly eroge.

I've seen that picture tons of times, I think it's even saved on my computer, somewhere.

A visual-novel isn't really a novel...it's like a novel you read on a computer, with anime backgrounds. Most fall into the category of "eroge"...hentai games, dating sims, and things of that nature.
