Theres always Microsoft paint and windows movie maker if you are using XP through windows 7.

Theres also here (http://download.cnet.com/1770-2186_4-0.html?query=cartoon&searchtype=downloads&filter=platform=Windows&filterName=platform=Windows&tag=ltcol). I personally don't recommend them. Or you can try looking around in stores that sell computer stuff.

Adobe Photoshop CS4 works for animations, and AfterEffects if you already have a video.

While Adobe PSCS4 and FWCS4 do do a great job with animation they're very costly. However I do agree if you're into it enough those are the ones you should use.

for 2D animation i would reccomend Toon boom or sony vegas 9. for 3d you have cinema 4D, 3d studio max and Maya. but all these software are very expensive.

A couple free alternatives are Synfig Studio (http://synfig.org/), which is really complicated but powerful. I don't recommend it for beginners or casual animators though.
A more simple piece of software is Pencil (http://www.pencil-animation.org/).

I'm not an animator (I can hardly call my lazy self and 'artist' :B) but I found Pencil's interface simple enough that I think I could've gotten into it.

Hello,
I use Flash currently have done for years. It's all I'm familiar with. I do mostly fbf mixed with symbol loops and motion tweens, can someone suggest anything better? I really need to streamline my work, I work with dozens of layers and it's hard to keep track of everything.
