He recently did a post in the forum, so it should be working for him now. What he told me was that he was unable to post in AW.com and start forums in AW.com because of a flood control.

It means we don't like spamming XD (i.e. posting 100 posts in a row). The flood control holds you from making a second post until 40 seconds after you just did one. It shouldn't be a big deal, but it -does- discourage some of the spamming ^^

Perhaps that wasn't clear?

Flood control just prevents anyone (regardless of whether they have cable, dialup, etc.) from making too many posts at once. That's all there is to it. If you get that message, just wait about a minute and you can post, okay? Okay. XD
