It could be also a game, you know - the chara is kinda 3D... looks like one guy from Perfect gil evolution - but this one in't 3D at all...

It sort of looks like someone from Hotel Dusk, a DS Game. But just a guess, I never played Hotel Dusk before.

Looks like it's just an anime-styled portrait. With the exception of the face, the rest doesn't really seem manga-ish. Also, it looks like it was done with charcoal.
