If you're looking for one, and is considering of giving it as a gift to your friend from you, you should pay for the artist. It's only fair, and its best if you ask a commission on either Gia or Deviantart, because you did say you are looking for a good drawer.
There are some artists on Deviantart that have decent of a good price and is pretty good.

Why did I say this is best for a commission? Because the picture isn't for you, and you're giving it as a gift to a friend. There are nice artists there that'll take on free requests, but requests means that they can take however long they want. Since you probable want this picture finished ASAP, paying for a commission is the only way to go about it. <-- you're paying, so they have to finish it.
