I keep seeing that girl but I don't know what anime it is...

It's from a show called Lucky Star which just began airing about three weeks ago. That is the main character, whose name I cannot remember. I read some of the manga a few months ago, which is completely in 4koma, which explains some of the odd tactics of the show.
