There are probably many people out there with a vaster knowledge of the Japanese language than myself [any probably just as many in the same situation] but as general advice to any new person trying to take on the task of understanding enough to play through a typical J-RPG [take Tales of Rebirth for example] where would be a good place to start??
Realizing this is not going to be an overnight study session...where to look to slowly get the knowledge ball rolling??

If you don't know the language at all, your best best is to find a game guide. Sure, you could probably pick up some of the language, but not as much as you think you would. A game guide will help you get the feel of the story so that you at least know what is going on.

However, if you want to play a game only for studying Japanese (and you don't care which genre), then get a kiddy game. I bought this bento making game for little kids and, although very cheesy, it is 10x easy to follow along. If you are new to Japanese, don't overwhelm yourself or you will get frusterated.

It is the WEIRDEST game ever. You are a bunny, and you travel around the map and try to get ingredients for your bento. Then, you make the bento. If it is right (tastes good, nutritious, looks nice) then you win the level. Just think of all the Japanese you can learn in that! It's a lot easier than trying to figure out a RPG.
